If you've been following the ongoing transportation bill saga, then you know there's a fair amount of gamesmanship going on in Congress right now -- lots of political posturing, little progress on substantive policy. Here's a great new example of what the House GOP has been up to instead of passing a transportation bill:

A coalition of 70 organizations, including the US Conference of Mayors, American Heart Association, and the National PTA, have signed on to a letter from AmericaBikes urging Congress to preserve the Cardin-Cochran amendment -- a provision in the Senate transportation bill that allows local agencies to directly access funds street safety projects. The letter is addressed to the 33 House members and 14 Senators on the transportation bill conference committee. Neither co-sponsor of the original amendment is on the committee.

Although Senate Republicans had hoped the carefully crafted compromise over the Transportation Enhancements program would stand, some House members are stating their insistence that the program be stripped out entirely in conference.

In another desperate attempt to push forward their fossil fuel agenda, House Republicans have indicated that even though they've been incapable of passing a transportation bill, they're willing to go to conference committee and pass the Senate bill. All the Senate Democrats have to do in return is approve the Keystone XL pipeline.

It's a new era for federal transportation policy, say the top New York City Department of Transportation officials tracking action on Capitol Hill. We just don't know what kind of era it's going to be.

Transportation infrastructure is big business. With tens of billions of dollars at stake, nobody tracks the financial health of the state's transit and road systems more closely than the construction industry. And right now, the future of transportation funding in New York is hazy indeed.

The U.S. Conference of Mayors, Congressional Democrats, some Congressional Republicans, unions, industry groups, politicians from New Jersey, Chicago and Louisiana -- they all have one message for the House of Representatives: Pass the Senate transportation bill.
