This is the first of two posts examining Rep. Bill Shuster's candidacy for the chairmanship of the House Committee on Transportation and Infrastructure. We'll post the second one, focused on his positions on bike/ped programs and funding issues, tomorrow.

Transportation reauthorizations have typically not been a time for major discussions about national policy goals. They’ve been a time for getting while the getting’s good, a time for deal-making and pork and a lot of back-room transactions to make sure every member of Congress could go home and talk about how much federal money they were bringing home.

Mica went after subsidies in this one, and he clearly thinks this is a winning issue. After all, Amtrak has gotten nearly $1 billion a year in federal funds over its 41-year existence. The per-ticket subsidy over the past five years has averaged nearly $51. Mica compared that to other forms of transportation: Using 2008 data, he showed that the average per-ticket subsidy to aviation was $4.28, for mass transit was 95 cents, and for intercity commercial bus service 10 cents.

From the Drivers-Don't-Pay-Their-Own-Way Department...

House Speaker John Boehner spoke to reporters yesterday morning. His message: "Republicans Relentlessly Focused on Jobs."

Rep. James Lankford, a Tea Party Republican representing Oklahoma City, probably wasn't responsible for any of the 118 pedestrian deaths in his district between 2001 to 2010. And it's unlikely Rep. Steve Southerland of Panama City, Florida was behind the wheel when any of the 164 people were killed while walking in his district during the decade.

The House is about to vote on a motion to instruct, sponsored by Rep. Tim Walz (D-MN). It's a non-binding command to the House members of the conference committee to finish their work by June 22 -- this Friday. Walz's motion rejects the current talk of an extension in case the conference can't come to an agreement.

We reported last week that the House had proposed allowing states to “opt out” of funding bicycle and pedestrian safety improvements in its counter-offer to the Senate during transportation bill negotiations. The House GOP essentially wants to reject the Cardin-Cochran amendment, which gave local governments control over half the “Additional Activities” funding set aside for bike/ped programs, letting states make decisions about the other half.

The House GOP couldn't pass a transportation bill of their own, so now they want to undo one of the major bi-partisan achievements in the Senate transportation bill.
