Here are some highlights from Sunday's rally for pedestrian safety. In the words of Audrey Anderson, whose 14-year-old son, Andre, was killed by an SUV while he was riding his bike: "Drivers who kill and are not apparently drunk walk away from crash sites as free as the birds in the air. How can this be, we all must ask?"

Against the backdrop of news that three more pedestrians were killed on Saturday, a hundred people rallied for pedestrian safety on the steps of City Hall on Sunday. Karla Quintero of Transportation Alternatives, above, started with a moment of silence for those killed by the automobile on the streets of New York and called for 2,000 fewer pedestrian injuries and deaths by 2009 (pdf). Speaking in English and Spanish, she listed five objectives for the improvement of pedestrian safety:

The May 2003 final report of the Downtown Brooklyn Traffic Calming Project recommended pedestrian safety measures designed specifically to prevent the kind of collision that killed a four-year-old boy in the Gowanus section of Brooklyn on Tuesday afternoon.

The death of four-year-old James Jacaricce Rice at the intersection of Third Avenue and Baltic Street in Brooklyn yesterday didn't make a huge splash in the news. But it should have.

Transportation Alternatives held press conference on the steps of City Hall yesterday in support of Intro 199, a bill introduced in the City Council by Councilmember Gale Brewer that calls for better information-gathering about the city's traffic and aims to "reduce the proportion of driving to the central business districts and increase the proportion of walking, biking and the use of mass transit."

London Mayor Ken Livingstone said yesterday that he wants to introduce an emissions-based congestion charging fee in an attempt to reduce his city's carbon dioxide output and to encourage cleaner transportation. The mayor's proposal is to charge the heaviest polluting vehicles emitting 225 grams of CO2 per kilometer, a £25 fee to drive into London's Central Business District. At today's exchange rate that is the equivalent of $47.50 in US dollars. Livingstone said:

Has it come to this, a car can be driven down a sidewalk for an entire crowded city block, injuring four pedestrians, one of them critically, without the driver getting a ticket or even a photo appearing in the next day's newspapers?
