Many transportation reformers were disappointed last week when the Pew Center on Global Climate Change released a report indicating that only clean car technology had a shot at significantly reducing greenhouse gas emissions. The report dismissed smart growth development strategies and transit as trivial contributors to a lower-carbon economy.

In the absence of strong guidance from the federal government on climate policy and carbon emissions, states are left to their own devices. And since transportation is the number two source of carbon emissions, accounting for 31 percent of the total, state-level transportation reform must play a large role in any serious effort to reduce greenhouse gas emissions

When Don White was young, his dad would drive him from the Boston area to Blue Hill, Maine up coastal Route 1. “In those days,” he reminisces, “the road wound through little, small towns. And some of that has been bypassed.”

As Andrew Cuomo transitions into the governorship, David Paterson just handed him a parting gift: a comprehensive blueprint for how the state can tackle its greenhouse gas emissions. The plan, which has been in development since a Paterson executive order in August 2009, goes into spectacular detail about how the state might reach the ambitious goal of reducing greenhouse gas emissions to 80 percent below 1990 levels over the next forty years.

If you want to get a sense of how devastating sprawl has been to the urban areas of northeast Ohio, head over to Woodlawn Avenue in East Cleveland. Between the rows of boarded up buildings, a house collapses onto itself. Graffiti pays homage to dead loved ones — “R.I.P. Fife.” Nearby, stuffed animals have been stapled to a telephone pole in a memorial, presumably, to a dead child.

Last week, the Livable Communities Act cleared the Senate Banking Committee, a milestone for legislation that would fund local efforts to plan for growth while curbing sprawl. But the 12-10 party line vote raised the prospect that the bill might also encounter unified Republican opposition in the full Senate, where the threat of a filibuster has become the norm.

The Senate Banking Committee voted 12-10 yesterday in favor of the Livable Communities Act, legislation that would bolster the Obama administration's initiatives to link together transportation, housing, economic development, and environmental policy.

New York's smart growth legislation is about to become law, so it's worth looking at precisely how much it will do. Smart growth laws from around the country offer some perspective: New York's law could be transformative, but the devil's in the details. To really curb suburban sprawl, smart growth is going to need a cooperative governor, active watchdogs, and a thorough plan for implementation.

With financial reform nearly complete, the Senate Banking Committee turned its attention today to one of Senator Chris Dodd's (D-CT) next priorities, the Livable Communities Act. Local government came out strong for the initiative to promote sustainable and integrated regional planning, with representatives of the nation's cities, towns, counties, and regional planning organizations testifying in favor. Among committee members, concerns persisted about whether the bill would disadvantage rural areas.
