Sam Schwartz, aka "Gridlock Sam," is best-known to many New Yorkers through his Daily News column about the city's quotidian traffic woes. Schwartz is the president and CEO of Sam Schwartz LLC, a traffic planning and engineering firm that has worked on projects including the JFK AirTrain, the IKEA project in Red Hook, Brooklyn, and the World Trade Center Memorial.  Before he moved to the private sector in 1990, Schwartz served as NYC traffic commissioner and as deputy commissioner of transportation in the Koch administration. He sat recently with Mark Gorton, president and founder of the Open Planning Project, to discuss congestion pricing, cars in parks, and the way pedestrians in this city don't get much respect from traffic planners. As the city begins looking for a new transportation commissioner to replace Iris Weinshall, this interview is worth watching:

With all the talk about high level personnel changes at the DOT, let's take it back to the streets for a minute, shall we? As we have already noted, Chinatown has gotten a buffered bike lane on Grand Street, which is fantastic, and would be even more fantastic if it wasn't treated as a car parking lane. But that is not the only recent change to the Chinatown streetscape.

The messenger is unexpected -- Robert Sullivan, a contributing editor at Vogue magazine -- but the message to Mayor Bloomberg on today's New York Times op/ed page is clear: It is time to act. When it comes to building a more livable urban environment and reversing automobile domination, New York City is falling behind other world cities. In fact, we're even lagging behind a number of American cities too, Sullivan writes:

Thirty years ago the health arguments against car-dependence were 90 percent about air pollution and 10 percent about physical inactivity. Now, with tailpipe pollution down and obesity and diabetes up, those percentages are reversed. The latest evidence is a valuable new report, Steps to Get New Yorkers Moving (PDF file), from the Public Health Association of New York City.

Eliot Spitzer's campaign for governor promised, "Day One: Everything Changes." Well, it's Day Two and it's time to govern. Much of New York City's transportation policy rests in the hands of Albany legislators and agency officials. Here are ten things that the new governor can do to make New York City's streets more livable and transportation policy more sensible. Feel free to add more to the list in the comments section.

On the evening of Saturday, January 10, 2004, Peter Hornbeck, 26, stepped off the curb at Park Avenue and 96th Street and was struck by a Chevy Suburban traveling 74 miles per hour. The SUV, being driven by a 26-year-old man from Queens who had had his license revoked years earlier, dragged Hornbeck for a block as Hornbeck's friends cried out in horror. The driver, Gurpreet Oberoi, sped off, ditched his SUV and continued by bus to Atlantic City, where he spent the night gambling. Oberoi's friends stayed in the city, went to the police and called Oberoi on his cell phone to urge him to turn himself in. Oberoi was arrested (NYT Select, 2nd item) days later and sentenced (NYT Select) to up to nine years in prison for second degree manslaughter.
