You gotta hand it to Nolan Hicks: Today, he has a great scoop out of the NYPD, which quietly informed the city Department of Investigation that it had rejected out of hand a DOI recommendation that it stop considering precinct station houses as “self-enforcement zones” — a term of art that means that cops won’t get tickets for doing stuff that would get us written up.
