Pricing Clears Committee, Moves to Full Council Tonight

The Committee on State and Federal Legislation has voted in favor of the congestion pricing home rule message. Tonight, the full City Council will decide whether the state legislature can vote on the real bill. Transportation Alternatives’ Noah Budnick is on the scene and providing us with updates. The Daily Politics is getting the news out pretty quickly too. Here’s the roll call:

    According to Liz Benjamin, Ed Malloy, head of the construction workers union, endorsed the plan today. This seems like big news in terms of the potential for the plan to pass in Albany.

    No, I think this was a case of a group of unions that stands to gain many jobs as a result of this plan telling a union that will barely be affected by this plan to back off.

  • Hillary, I thought the same thing. We’ll know soon enough! The ideal outcome is that they are granted pay raises in exchange, so that civil servants that ride transit don’t miss out on yet another polluters-only perk.

    Not exactly Felix, but you are close. Ed Molloy is the President of the Building & Construction Trades Council, its not really a union per se but a group of unions, people often confuse AFL-CIO formations for unions. The Building Trades had an issue regarding what is called “prevailing wage” resolved to their satisfaction by the Senate over the weekend. They didn’t bother with the Cops and Firemen and their “position”. While the Cops and Firemen have a lot of juice negotiating for the uniformed services they are really pretty far from moving this sort of policy stuff. This was a big lift politically for many of the Building Trades people even though the leadership understood the economic value of congestion pricing. Their members love their cars and trucks. Nonetheless the leadership bought into this all along and it was a good thing that their issues were put to bed.

    I’m surprised it took so long. Isn’t prevailing wage language pretty standard when it comes to public works projects?

    I don’t think they gained a lot in real terms, maybe they got some side letters they liked, who knows. They were pretty stand up all along. Gary LaBarbera was a Senate appointee to the commission and did a good job. The Building Trades guys are pros and know when to hold them and when to fold them. Compare that to the Firemen and Cops, the Firemen changed their mind at the last minute. They, like some other groups, misplayed their weak hand (once again) but made a lot of noise assuming that is what their members want them to do.

    From my swath of Brooklyn, kudos to Felder, James, Recchia and Yassky.

    I am disappointed in deBlasio and for the life of me can’t figure out how he sees this as a winning stance.
